I’m not certain just what you want to do with this, but if all you want is a place to store files and allow others to download them, then I suggest cloud computing. I use dropbox.

If you need for people to have passwords and you want to control the downloads, why not use sharefile? That is also SEC compliant.

I don’t think you will get any absolutely free! Any hosting is a business trying to make as much as they can – so free hosting means your website will have annoying ads unless you buy credits and disable those ads.
The other type of hosting is paid hosting. I would recommend to go with HostGator or Blue Host. I am using HostGator but those two are pretty much the same. Price is under 10 bucks monthly and you can host unlimited number of domains there.

I have a small company looking to take a php site to a different host. Our current host is not cheap and not expensive and is down far too much to be suitable for running an online store. The problem is that all hosting companies that I see all guarantee 99.6% uptime, but when I try to research them online, there is very little information and I know that what they say cant be true because our current host says the same thing. It really depends on the size of the site. If you are only going to be selling a small inventory then yes, but if it is very large then no. I would recommend that you use this hosting company.
